Committees dealing with money:
There are four"standing" committees that deal with council money issues.  The GK, by his office, is an "Ex Officio" member of all committees.  (That means he might not attend every meeting, but he can come, give advice, delegate, replace members, butt in, etc.)  The chairman of each committee serves at the discretion of the GK.  Usually a new incoming GK will ask each chairman to remain in place and continue serving the council. 

The chairman of each committee convenes meetings as needed or at the request of the GK to address an agenda item of the GK's concern; the chairman also recruits members to round out his committee.  (In addition to members holding certain offices in the council who become committee members by default, the chairman may recruit other members to be "at large" as the chaiman sees fit.)  The term of membership is coincident with that of the GK.  (July 1 to June 30).  (Paul St.Amand advice: don't rock the boat by replacing committee m
embers wholesale.  These are a great group of folks, and they have a lot of history to guide the council and the new-bie GK on matters of finance for the council.)

The Scholarship Committee gathers to decide the budget, rules, application forms, and gift amount and quantity for both the college program and the Tuition Assistance for Parochial Students (TAPS) program.

The Finance Committee prepares a yearly budget for the council and donations to be made.  The finance committee also monitors the flow of income and can suggest additional donations or needed cut-backs.  The long-term savings and investment accounts and reserve accounts are also directed by the finance council.

The Bingo Committee gives oversight to the operation of the Bingo team and its managers.  The committee will suggest policy and monitors the exchanges between the council and the bingo operation.
